Foreign Influence Operations

The Influence Operations subtopic covers foreign state and proxy campaigns aimed at shaping the information, legal, and administrative environment surrounding the 2020 election. It includes cyber operations and online propaganda targeting voter perceptions, public trust in election outcomes, and the behavior of officials; foreign amplification of domestic narratives designed to constrain audits or delegitimize specific lines of inquiry; and the handling of U.S. intelligence assessments that identified such activities. Of particular concern are instances where intelligence products documenting foreign information operations against election infrastructure or discourse were downplayed, delayed, or politically constrained after November 2020. In this sense, foreign interference is not limited to direct technical access to machines; it also encompasses sustained efforts to influence how Americans talk about, investigate, and ultimately remember the 2020 election.
