Attack Vector 8: Seditious Conspiracy

Pre-Election Conspiracy

There is evidence of extensive pre‑election coordination among progressive NGOs and activist networks—often under umbrellas such as “Protect the Results”—to plan mass mobilization in the event of a disputed outcome. Investigative materials report Zoom‑based “war‑gaming” sessions involving organizations like ShutDown DC, Sunrise Movement, and allied coalitions, with tactical discussions about blockades, disruption, and pressure on institutions if Trump contested the results. Some participants self‑identified as federal employees or contractors, raising potential Hatch Act and even seditious‑conspiracy exposure if force or unlawful disruption was contemplated.

This subsection evaluates the evidentiary status of those claims, distinguishes established coalition activity from disputed allegations of federal‑employee involvement, and outlines the legal questions posed if NGO‑led unrest planning was coordinated with, or tacitly encouraged by, government actors.
