City of Madison and Five Wisconsin Cities Refused WEC Oversight of CTCL Operations (WI)

Reasonable Inference

The Cities of Madison, Milwaukee, Green Bay, Racine, and Kenosha accepted CTCL (“Zuckerbucks”) grants and embedded private personnel in government election operations without authorization from statutorily responsible officers. WEC, which had the authority and duty to investigate and correct this privatization of government election functions, took no action despite documented violations of the requirement that election administration remain a governmental function.
