Canvassers Monica Palmer and William Hartmann conditionally changed their certification votes to “yes” on November 17, 2020, only after receiving a sworn promise from fellow Canvasser Jonathon Kinloch that a full independent audit would be conducted. Secretary Benson publicly stated the audit agreement was “not binding upon her” and took no steps to honor or substitute it. The promised audit was never performed.
