DOJ Leadership Ordered U.S. Attorney McSwain to Stand Down – Systematic Suppression of Federal Election Fraud Investigation During Certification Window (PA)

Evidence establishes that DOJ leadership – including AG William Barr, Deputy AG Jeffrey Rosen, and Deputy AG Richard Donoghue – coordinated to issue direct orders to U.S. Attorney William McSwain in Pennsylvania to stand down and halt investigations into systemic election fraud and foreign voting system vulnerabilities during the critical post-election certification period. McSwain subsequently documented this obstruction in a letter to President Trump, stating AG Barr had specifically directed him not to make any public statements or initiate any public actions regarding election fraud allegations before the election was certified. This stand-down order was issued concurrently with:

1. Delaware County officials physically destroying tabulator tapes and replacing V-drives;
2. Fulton County, PA’s Dominion system having been independently found to have uncertified database tools and EMS changes made three weeks pre-election; and
3. the Pennsylvania Secretary of State subsequently decertifying Fulton County’s machines – an act Fulton County litigated as unlawful retaliation for permitting the independent audit.

Richard Pilger resigned as DOJ Election Crimes Branch Director on November 9, 2020 – the same day AG Barr issued his investigation authorization memo – with a resignation email documenting his objection to the policy. Fifteen District Election Officers simultaneously wrote Barr to resist the investigation mandate. The convergence of a DOJ stand-down order, concurrent evidence destruction, and punitive decertification creates a pattern of coordinated obstruction that forecloses characterization of any individual act as coincidental administrative error.
