EMS Internet Connectivity Alleged – Routers Withheld from Subpoena – Foreign Infiltration Alleged in Federal Court (AZ)

The Arizona Senate’s court-authorized forensic audit subpoenas specifically sought access to the Maricopa County routers to investigate forensic claims that the Election Management System was connected to the internet during the election and was therefore vulnerable to foreign infiltration. Maricopa County refused to produce the routers, asserting they contained “sensitive law enforcement data” – an assertion subsequently questioned by investigators who observed that election systems and law enforcement systems should not share network infrastructure. Federal litigation, Bowyer v. Ducey, included sworn expert declarations alleging foreign agents compromised Dominion voting systems in Maricopa County. The Cyber Ninjas audit separately documented that the EMS server communicated with external IP addresses during the election period. The underlying forensic question – whether the routers were connected to any internet-accessible network – was never independently resolved because the routers were never produced for inspection. The combination of documented EMS-to-external-IP communications, withheld router logs, and the systematic overwriting of Windows Security event logs (documented in ERI.VT-001) means that no post-hoc forensic reconstruction of the network access landscape in Maricopa County during the November 2020 election is currently possible from surviving records.
