CISA co-authored a “Joint Security Guide” with Dominion Voting Systems that was distributed to Michigan county clerks in October 2020 – while Dominion equipment was simultaneously the subject of election integrity litigation and forensic audit requests. This collaboration presents a structural conflict of interest in which the federal agency nominally responsible for independent security assessment was partnered with the vendor whose systems were under investigation.
