The Arizona Attorney General brought felony charges against 11 alternate electors and 7 associated attorneys (including John Eastman, Jenna Ellis, and Rudy Giuliani) in connection with the 2020 alternate-elector strategy. The charging theory criminalizes the organization of contingent elector slates and related legal advocacy that, historically, had been treated as part of constitutionally protected contest procedures. The Arizona House also expelled Rep. Liz Harris (R) in April 2023 for violating House rules by inviting a witness who presented false, unsupported allegations before an elections committee hearing and for lying about her prior knowledge of the planned testimony; that expulsion is a separate matter from the alternate-elector prosecution.

The Arizona House expelled Rep. Liz Harris (R-Chandler) on Apr. 12, 2023, after a bipartisan two-thirds majority voted to expel her following an Ethics Committee finding that she violated House rules by inviting a witness who presented allegedly false, unsupported allegations (including drug cartel bribery claims against state officials) during a Feb. 23, 2023 joint elections committee hearing, and that Harris lied about her knowledge of the planned testimony.
