[Established Fact – As to acts] The OSC documented that its investigative staff were subjected to frivolous ethics complaints, voluminous open-records requests designed to strain OSC resources, private investigators surveilling OSC staff’s personal lives, and alleged hacks of OSC devices. The use of private investigators against legislative investigators conducting a constitutionally authorized election oversight function and potential cybersecurity attacks on OSC devices – if proven – constitute crimes under Wis. Stat. § 942.09 and federal computer fraud statutes (18 U.S.C. § 1030).
