USPS OIG Coercive Interrogation of Whistleblower Richard Hopkins – Alleged Forced Recantation (PA)

Erie, PA postal worker Richard Hopkins signed a sworn affidavit alleging that a supervisor ordered the backdating of late-arriving mail-in ballots to appear timely. Following his public disclosure, he was subjected to questioning by federal investigators (USPS OIG) in a manner that Hopkins and his counsel characterized as coercive, producing a heavily publicized – though Hopkins subsequently disputed – “recantation” of his whistleblower testimony. The interrogation itself, and the nature of the recantation, were not evaluated by any independent investigative body. A USPS OIG whistleblower interrogation used in a manner that produces a public recantation of sworn testimony – without any criminal charges against Hopkins for the alleged perjury – is facially consistent with witness pressure under 18 U.S.C. ยง 1512.
