CISA-EIP Censorship Architecture – Suppression of Election Integrity Speech Pre-Election (US)

Established Fact

CISA, acting outside its statutory authority, created the Election Integrity Partnership (EIP) in July 2020 — staffed by Stanford University’s Internet Observatory, the University of Washington’s Center for an Informed Public, Graphika, and the Atlantic Council’s DFRLab — and used it to flag domestic political speech on social media platforms through a Jira ticket submission system. Content flagged included speech by the sitting President of the United States. A September 17, 2020 internal CISA email celebrated platform action “almost immediately” after flagging. Note: EIP’s own statement indicates one ticket was sent to the DNC to alert them to a factual error on their website; the House Judiciary staff report documents the overall architecture and flagging volume.
