CTCL embedded operatives from the National Vote at Home Institute (NVAHI), specifically Michael Spitzer-Rubenstein (a Brooklyn-based attorney), into Zuckerberg 5 municipal election offices. Spitzer-Rubenstein:
- managed absentee ballot transportation;
- took physical possession of keys to the Green Bay central count facility;
- formally requested direct API access to the WisVote statewide voter database;
- directed ballot curing procedures;
- controlled the secret, hidden Wi-Fi access point at the Grand Hyatt hotel to which all Green Bay ESS voting machines were connected; and
- at 9:29 PM on November 3, 2020, made a dispositive legal determination that late-arriving ballots should be counted – “I think we’re probably okay. I don’t think anyone challenged the ballots when they came in.”
Green Bay City Clerk Kris Teske confirmed in sworn WEC proceedings that “many of these election administration decisions were made by people who were not authorized to do so and some were made by people not qualified to make them.”
