The ACLU of Georgia recruited lawyers to serve as Fulton County Deputy Registrars on Election Day, November 3, 2020, deploying volunteers to each Fulton polling location with authority to cancel absentee ballots directly through county election software — a role that required access to ENET (ElectionNet), the voter registration platform linked to the Georgia Secretary of State. Volunteers were sworn in under O.C.G.A. § 21-2-213, which vests appointment authority in the county board of registrars; however, monthly reports indicate that while 255 ACLU workers were designated as deputy registrars, zero received the required training from March 2020 through October 2020 — raising questions about whether those individuals were qualified to exercise the access granted. A poll manager who served on Election Day reported that an ACLU clerk, unable to access the county-provided laptop, accessed ENET on her personal computer, an account that has not been independently corroborated by a government document or court record.
