Pre-election: precinct configuration data transmitted to Dominion in 2017 without formal authorization; ballot image saving disabled at Dominion’s direction in August 2020. Election period: confidential election status data transmitted to Dominion four days before Election Day. Post-election: a non-cancellable on-site technician contract providing Dominion with physical access to active voting equipment during canvassing.
