Dominion Voting Systems and its Michigan reseller ElectionSource used software license agreements that expressly prohibited local clerks from allowing independent third-party analysis or forensic review of voting systems purchased with public funds and threatened “immediate legal action” if such audits were attempted. This contractual structure allowed state and local officials to claim they lacked authority to permit audits, effectively giving a private vendor veto power over technical scrutiny of public election infrastructure.
