[Established Fact – Timing and coordination] On October 14, 2020, the day the New York Post published the Hunter Biden laptop story, DHS/CISA recommended that the State Department’s Global Engagement Center (GEC) – an entity statutorily aimed at foreign propaganda – contact EIP and integrate its efforts into the 2020 “election misinformation” workflow. On the same timeline, 51 former intelligence officials released a public letter suggesting the laptop story bore the “hallmarks” of Russian disinformation, influencing platforms and media to suppress or discredit it. The laptop has since been authenticated. Taken together, these actions constitute a coordinated influence campaign by current and former federal officials to shape domestic voter perceptions of a factually grounded story directly relevant to a federal election.
