EIP Jira ticket EIP-482 was submitted by the CIS misinformation reporting pipeline on October 27, 2020, targeting a tweet from President Donald Trump’s official @realDonaldTrump account. The referral originated from a local Michigan election official, was routed through CIS to CISA, and then forwarded to Twitter for potential removal action. No White House consultation occurred. No legal process was followed. An unelected federal agency official sought to suppress real-time communication from the elected President of the United States. The constitutional inversion – a subordinate agency targeting its principal through a private intermediary – is without precedent in the record.
