CISA official Brian Scully communicated directly with Facebook to confirm the status of an Erie, Pennsylvania postal worker who had submitted a whistleblower affidavit alleging that mail-in ballots in his jurisdiction were being backdated and improperly handled. Scully’s direct communication to Facebook regarding the postal worker – a sworn federal witness – was made to provide Facebook with information that would justify the removal or labeling of content reporting on and discussing the postal worker’s testimony. This action constitutes a federal official using government resources and government relationships to suppress public discussion of a federal whistleblower’s sworn account. Separately, EIP Director Alex Stamos personally emailed Reddit, Facebook, and Twitter to demand the suppression or labeling of a post by Republican official Harmeet Dhillon regarding legal observation conditions at Philadelphia polling places during ballot counting. Dhillon’s post was based on the direct observations of credentialed legal observers at official government proceedings – it was, by definition, a report on a government-conducted event, not a false factual claim. The targeting of Dhillon’s factual post and the Postal Worker’s sworn testimony for suppression – while failing to flag or label affirmatively false official statements like those documented in Georgia – demonstrates the viewpoint-discriminatory application of the EIP apparatus to Pennsylvania-specific election speech.
