Disputed Fact
The Dominion ImageCast X (ICX) touchscreen voting device forensically examined from Antrim County was manufactured in Taiwan and shipped to the United States via China Airlines. CyFIR forensic examiner Ben Cotton discovered, in the unallocated storage space of this device, data contextually proximate to TCP/IP communication sessions resolving to: (1) IP address 120.125.201.101 – registered to the Ministry of Education Computer Center, Taipei, Taiwan (12F, No. 106, Sec. 2, Hoping E. Rd.); and (2) IP address 62.146.7.79 – registered to a cloud provider in Nuremberg, Germany (EDV-BV GmbH / QSC Subkunde). The existence of these foreign IP addresses in unallocated space is forensically consistent with internet communications that occurred during the device’s operational lifespan and were subsequently deleted but not fully overwritten. Dominion publicly denied internet connectivity in sworn legislative testimony, creating a direct conflict between sworn testimony and forensic evidence. The communication timing and purpose remain disputed pending further federal forensic verification, which has not been conducted.
