In 2025, FBI Director Kash Patel declassified a 2020 Intelligence Information Report alleging the Chinese government planned to mass-produce fraudulent U.S. driver’s licenses and ship them to Chinese nationals/sympathizers in the U.S. to facilitate tens of thousands of fraudulent mail-in ballots for Joe Biden. U.S. Customs and Border Protection (CBP) did seize 19,888 counterfeit driver’s licenses (mostly from China/Hong Kong) at Chicago O’Hare between January–June 2020.
