Pennsylvania received approximately $25 million in CTCL grants, with $10,016,074 flowing to Philadelphia alone and $2.2 million to Democratic-leaning Delaware County — the latter among the first counties in the state to receive funding, awarded before most jurisdictions were even informed the grants existed. The Delaware County grant was used to deploy fifty drop boxes across a county of approximately 184 square miles — approximately one drop box per four square miles and one per 4,000 voters. By contrast, across the 59 Pennsylvania counties carried by Donald Trump in 2016, the ratio was one drop box per 1,100 square miles and one per 72,000 voters — a 275-fold disparity in geographic density and an 18-fold disparity in per-voter access. In total, Biden-won counties received more than 83 percent of all CTCL funds distributed in Pennsylvania.
