Bureau of Elections Promoted Private CTCL Grants via Official State Communications Infrastructure (MI)

The Michigan Bureau of Elections used its official government email infrastructure — the Bureau’s statewide News Update system, which automatically delivered communications to every municipal clerk and deputy clerk in the state — to relay CTCL grant application information directly to local election officials in September 2020. The Bureau’s News Update of September 17, 2020, sent through the Michigan Secretary of State’s official govdelivery.com platform, included a section headed ‘Additional Center for Tech and Civic Life Grant Funding Available – Apply by October 1!’ that provided the CTCL application URL and a list of covered expense categories, directing clerks to apply directly to the private Zuckerberg-funded nonprofit. Canton Township’s clerk received the communication and subsequently applied; the township was awarded a $42,931 CTCL grant.
