Disproportionate Operational Capital Allocation to Democratic Counties (AZ)

Of approximately $6.8 million in total CTCL grants deployed across nine Arizona counties, $5.16 million — roughly 75.8% — went to the four counties that voted for the Democratic presidential candidate (Maricopa, Pima, Coconino, and Apache), including $1.84 million to Maricopa County alone. This operational funding underwrote expanded staffing, ballot processing equipment, and absentee infrastructure. In CTCL-funded Arizona counties, analysis found that Biden improved over Hillary Clinton’s 2016 performance by approximately 81%, while Trump’s improvement over his own 2016 performance in those same counties was approximately 66% — a differential suggesting the grant-funded infrastructure may have provided measurable operational advantage in areas that shifted further Democratic.
