WEC Administrator Meagan Wolfe made at least three demonstrably false statements to the Wisconsin Assembly Committee on Campaigns and Elections, including expressly denying the existence of any API into the WisVote or BadgerBooks systems. Documentary evidence – including grant agreements, city-provided records, and direct admissions from city officials – established that at least one Zuckerberg 5 city had provided real-time API access to WisVote and BadgerBooks to private CTCL-affiliated organizations. Real-time API access to a statewide certified voter registration system by uncredentialed private parties constitutes both a certification integrity failure and an unlawful disclosure of protected voter data. Wolfe’s false denial before the committee may constitute perjury under Wis. Stat. § 946.31 if made under oath, and misconduct in public office under Wis. Stat. § 946.12 in any event.
