ICX BMDs Deployed in Uncertified Tabulator/DRE Mode (GA)

Established Fact

The Dominion ImageCast X (ICX) was EAC-certified under Democracy Suite 5.5-A exclusively as a Ballot Marking Device (BMD) – not as a tabulator or direct-recording electronic (DRE) system. That distinction was expressly addressed in the certification. Field deployment photographs and analysis from a Pro V&V audit documented that Georgia’s ICX devices were operating in tabulator/DRE mode, displaying a “Total Ballots Cast” screen – a configuration reserved for tabulator or DRE systems that was specifically excluded from the ICX’s 5.5-A certification. Georgia thereby conducted its 2020 elections using equipment operating entirely outside its certified configuration, in violation of both federal certification standards and the terms of Georgia’s contract with Dominion, which required EAC certification.
