Georgia’s Master Solution Contract specified 8GB CompactFlash (CF) cards with a 29,000-ballot storage capacity per card. Fulton County instead deployed 4GB CF cards with a stated operational limit of 5,000 ballots – less than one-fifth the contracted capacity. Because these cards reached their informal 3,000-ballot threshold before filling, county personnel swapped memory cards 36 separate times during the early voting and Election Day period. This alone represents a significant deviation from the certified deployment configuration. The configuration failure was compounded in a critical way: when swapping cards, Fulton County staff failed to create new “logical tabulators” in the Dominion EMS – Dominion’s own prescribed method for creating auditable boundaries between card-load periods. The EMS Batches Loaded Report shows no corresponding batch segmentation or load entries for the approximately 108,000 ballots associated with these card swaps, meaning the origin and chain of custody of these ballots is untraceable in the digital audit record. Dominion was aware of the 4GB card deployment; a contemporaneous report established that company officials warned Georgia election officials about the capacity mismatch.
