Unauthorized Dual-Boot Configuration on Adjudication Endpoint (AZ)

Established Fact

Forensic review of Maricopa County’s election network discovered a dual-boot configuration on the “Adjudication 02” endpoint workstation. The system contained two internal hard drives, both capable of booting to different operating environments. The second drive contained non-county, non-election data whose provenance has not been publicly disclosed. A certified election system is required to operate in a single, fixed, pre-approved hardware and software environment. The presence of a second bootable drive with extraneous data means that the adjudication workstation – through which ballot-level voting records were reviewed and potentially altered – was operating in a configuration that was neither tested nor approved by any accredited Voting System Test Laboratory (VSTL). Any adjudication decisions made on this machine are therefore produced by an unverifiable, uncertified configuration.
