ESS Tabulators with 4G Modems – Certified Machines Bypassing Isolation Requirements (WI)

Established Fact

The Gableman Special Counsel Report documented that ESS voting tabulators deployed throughout Wisconsin, despite holding federal and state certification, were manufactured and deployed with embedded 4G wireless modems enabling internet connectivity. In Green Bay, these certified machines connected to a hidden Wi-Fi access point at the Grand Hyatt hotel – the central count facility – controlled by CTCL operative Michael Spitzer-Rubenstein rather than any government employee. The presence of active 4G modems in federally certified election equipment deployed in a presidential election directly contradicts the certified air-gap configuration and represents a categorical certification violation that state-level pre-election L&A testing was not designed to detect.
