Dominion EMS Configured with 68.05% Error Rate – Forcing Mass Adjudication – System Suppressed Critical Error Messages During Vote Shifting (MI)

Forensic analysis by the Allied Security Operations Group (ASOG), conducted pursuant to a court-authorized inspection in Bailey v. Antrim County, documented that the Dominion EMS was intentionally configured to generate a tabulation error rate of 68.05% – meaning more than two-thirds of all ballots processed were flagged for manual adjudication. The VVSG Section 4.1.1 maximum allowable error rate is 1 in 125,000 ballot positions – approximately 0.0008%. The documented Antrim error rate exceeded the legal maximum by a factor of approximately 85,000. Of 15,676 total log events, 10,667 were critical errors or warnings. The ASOG report’s key forensic finding is that the error-handling routines were subverted to suppress critical error messages when votes were shifted between contests – the system automatically converted shifted votes into undervotes without generating the system alerts that would normally flag the anomaly for operator review. This combination – a configuration generating mass errors, a suppression mechanism hiding the errors from operators, and the routing of flagged ballots to bulk adjudication where human operators make the final allocation – created a pipeline in which the outcome of adjudicated ballots could be directed by whoever controlled the adjudication interface, without any surviving log record. All adjudication logs for the 2020 election cycle were subsequently found to be manually deleted – while logs from prior election years remained intact.
