Director of Elections and Warehouse Director Replaced Original V-Drives with “Clean” Drives to Fabricate Tally Results Matching Certified Totals (PA)

Established Fact

When more than 200 Delaware County precincts failed to mathematically reconcile their vote totals in the canvassing process prior to certification, the Director of Elections (James P. Allen) and the Voting Machine Warehouse Director (James P. Savage) did not disclose the discrepancies to the Board of Elections, seek a recount, or report the anomaly to the Secretary of State. Instead, according to whistleblower testimony and First Amended Complaint allegations filed November 18, 2021, they conspired to replace the original V-drives – the tabulator flash drives containing the actual election data – with “clean” substitute drives, and used those clean drives to recreate tabulation results that mathematically matched the certified totals, effectively hiding the discrepancies from any subsequent Right-to-Know request. This conduct was confirmed by named witnesses present in the warehouse. Delaware County certified the November 3, 2020 election on approximately November 24, 2020, while simultaneously possessing knowledge of the 200+ precinct reconciliation failures. The underlying precinct-level V-drive data – which would have established the nature and scope of the reconciliation failures – was destroyed or concealed by this alleged substitution. The certified result is thus insulated from forensic verification at the precinct level because the original storage media no longer exists in its election-day state.
