ImageCast Tabulators Jammed 4-5 Times Per Hour – Jammed Batches of 50 Ballots Rescanned Up to 8 Times Without Zero-Reset (MI)

Sworn testimony from Dominion contractor Mellissa Carone and multiple GOP poll challengers at the TCF Center in Detroit documented that ImageCast tabulators jammed 4 to 5 times per hour throughout the central count operation on November 3-4, 2020. When a tabulator jams, standard procedure requires operators to zero out the vote count before reinserting the interrupted batch – a step equivalent to a zero tape at the start of polls, ensuring no ballots are double-counted. Sworn witnesses testified that operators failed to zero out the vote counts prior to re-inserting jammed batches, resulting in the same batches of 50 ballots being tabulated up to 8 times. If a batch of 50 ballots was re-scanned 8 times without a zero reset, it would be counted as if 400 ballots had been processed. Multiple sworn affidavits corroborate this pattern. The State of Michigan and Dominion disputed this characterization, attributing the reports to observer misunderstanding of the tabulation process. However, the dispute is between sworn affidavit testimony subject to perjury liability and unsworn vendor and government denials. No independent forensic investigation of the TCF Center’s tabulation records has been publicly conducted and published. The Wayne County result was the decisive component of Michigan’s certified presidential margin of 154,188 votes.
