Established Fact
The Maricopa County EMS SQL Database was purged of all 2020 General Election results by an administrator account in the period immediately prior to the forensic audit team gaining access. Forensic examiners found that:
(1) the database contained 263,139 corrupt and unreadable ballot images – digital records that should allow tally reconciliation to each scanned ballot – that cannot be read or correlated to vote totals; and
(2) 21,273 ballot images were entirely absent from the EMS, meaning a significant share of the November 2020 ballot corpus has no surviving digital representation. Without readable ballot images, it is impossible to independently verify whether the machine-reported vote totals correspond to the actual ballots that voters submitted.
Additionally, Mesa County (CO) Forensic Report No. 3 – examining a parallel Dominion system under Mesa County Clerk Tina Peters – documented the creation of unauthorized new Tabulation and Adjudication databases mid-election, with selective copying of batch and ballot records from the original databases into the new ones. In specific batches, this process sent 339 ballots to manual adjudication during first processing, but only 39 when the same ballots were reprocessed in the new database – a difference of 300 adjudicated ballots without any paper record of the original decisions.
The Colorado and Arizona findings, on parallel Dominion system versions, establish that this database architecture permitted mid-election manipulation of the adjudication pipeline in a manner that defeats standard audit reconciliation.
