440,781 “Status Unknown” Mail Ballots – Untrackable; Exceeds Margin of Victory 5:1 (PA)

Federal Election Administration and Voting Survey (EAVS) data for Pennsylvania in the 2020 election, as analyzed by the Public Interest Legal Foundation from EAC federal data, reflects that of 3.1 million mail ballots transmitted to voters, 425,606 were classified as ‘unknown’ — meaning election officials could not account for their disposition — and an additional 15,175 were confirmed undeliverable, for a combined total of 440,781 ballots that were either untracked or undeliverable within the mail ballot management system. This combined figure exceeds the state’s certified presidential margin of victory of 80,555 votes by a ratio of more than 5:1. Under HAVA, states are required to maintain a system capable of tracking mail ballot status; the presence of 425,606 ballots in an affirmatively untracked category represents a fundamental breakdown of the required ballot tracking framework.
