SURE System Irreconcilable Discrepancy – 121,240 More Votes Counted Than Voters Who Voted (PA)

Pennsylvania Representative Frank Ryan’s December 2020 forensic analysis of the state’s Statewide Uniform Registry of Electors (SURE) system identified an initial discrepancy of 170,830 more votes counted in the certified results than the number of voters recorded in SURE as having participated in the election. After Pennsylvania officials made revisions to the SURE data, an irreconcilable discrepancy of 121,240 more votes than voters remained in the record. The state’s certified presidential margin of victory was 81,660 votes – meaning the unresolved discrepancy exceeds the margin by a ratio of approximately 1.5:1. State officials attributed discrepancies to data-entry timing differences and provisional ballot sequencing; this explanation has not been independently forensically verified. The discrepancy is established as a fact; the causation is disputed.
