Fulton County, Georgia’s voter registration rate reached 107.4% relative to its citizen voting-age population (CVAP) – a mathematical impossibility that cannot be explained by any legitimate registration or demographic dynamic. A registration rate exceeding 100% of the eligible population provides per se evidence that the voter rolls contain registrations for individuals who either are not citizens, are not of voting age, have duplicate registrations, or do not exist at all.
The 100%-CVAP threshold is the standard benchmark used by HAVA compliance analysts to assess roll accuracy. A registration rate exceeding 100% in a major metropolitan county does not require inferential analysis – it establishes structural roll inflation as an established fact.
