Pennsylvania’s official statewide voter registration and ballot-tracking system — the Statewide Uniform Registry of Electors (SURE) — reflected a deficit of 121,240 voters relative to the total number of ballots counted at the time Secretary of State Kathy Boockvar certified the presidential results on November 24, 2020. In other words, Pennsylvania’s own official system of record showed more ballots counted than it could account for with corresponding voter participation records.
