Black Trunk Document Substitution and Unlisted List – Fraud in the Certification Record (MI)

[Established Fact – Document delivery, Brater direction, and Baxter denial documented under oath] One day before the November 17, 2020 Wayne County Board of Canvassers certification meeting, Canvassers Palmer and Hartmann observed a black trunk being delivered containing a new, revised Statement of Votes for the absentee counting boards – a substitution of official documentation thirteen days after the election and one day before the certification vote. Bureau of Elections Director Jonathan Brater directed Palmer to resolve precinct imbalances by consulting Detroit AVCB Director Daniel Baxter, who possessed an “unlisted list” of voters – a list exclusive to Detroit, with no counterpart in Wayne County’s other 42 municipalities. During the November 23, 2020 State Board of Canvassers certification meeting, Board member Norman Shinkle directly asked Director Baxter whether he had provided revised poll lists to the Wayne County Board. Baxter answered: “No. I’m not aware of that.” This sworn denial is directly contradicted by Brater’s documented direction to Palmer and by the physical delivery of the black trunk. If Baxter’s denial was knowingly false, it constitutes perjury under MCL §750.423 or a false official statement under 18 U.S.C. §1001 if made in connection with a federal proceeding. The origins, compilation, and chain of custody of the “unlisted list” have never been disclosed by the Secretary of State’s office

Benson) describes the same imbalances, revised documentation issues, and coordination with Brater/Baxter.
