Bureau of Elections Director Jonathan Brater directed Palmer to resolve precinct imbalances by consulting Detroit AVCB Director Daniel Baxter, who possessed an “unlisted list” of voters – a list exclusive to Detroit, with no counterpart in Wayne County’s other 42 municipalities. During the November 23, 2020 State Board of Canvassers certification meeting, Board member Norman Shinkle directly asked Director Baxter whether he had provided revised poll lists to the Wayne County Board. Baxter answered: “No. I’m not aware of that.” This sworn denial is directly contradicted by Brater’s documented direction to Palmer and by the physical delivery of the black trunk.
