At least one Zuckerberg 5 city provided CTCL and its private partner organizations with a real-time Application Programming Interface (API) connection to both the WisVote statewide voter registration database and the BadgerBooks electronic poll book system. BadgerBooks is the electronic poll book used by Wisconsin municipalities on Election Day; it records voter check-ins in real time. A live API connection into BadgerBooks provides not merely historical voter data but live, real-time voter participation information during an active election – including who has checked in at what precinct and at what time. This information is specifically protected under Wis. Stat. ยง 6.95 and was made available to private political organizations without any lawful authority. WEC Administrator Meagan Wolfe denied to the Legislature that such an API existed – a statement the OSC documented as directly contradicted by city records. ,
