Disputed Fact
Pennsylvania Representative Frank Ryan, in a December 2020 report, compared certified presidential vote totals against the number of voters recorded in Pennsylvania’s Statewide Uniform Registry of Electors (SURE) as having voted in the November 3, 2020 election. The SURE system recorded 6,760,230 voters as having voted. Secretary of State Boockvar certified 6,962,607 votes. That produces a voter deficit of 170,830 – a certified election result with more votes counted than voters recorded as having participated. State officials attributed the discrepancy to data-entry timing differences and provisional ballot sequencing. This explanation may be valid but has not been subjected to independent forensic verification. Additionally, the PILF documented 440,781 mail ballots classified as “unknown” statewide – no record of their disposition – a figure that exceeds Pennsylvania’s presidential margin of victory (81,660 votes) by more than 5:1.
