The “1/1/1900” Electronic Poll Book Placeholder Bypass – Thousands of Unverified Voters Forced into System (MI)

Sworn poll challengers present at the TCF Center Absentee Voter Counting Board on November 3-4, 2020 observed election workers manually entering thousands of individuals into the Electronic Poll Books (EPBs) for persons who were not listed in the Qualified Voter File (QVF) – Michigan’s statewide voter registration system. To bypass the EPB’s system validation, which would otherwise reject an unregistered individual, workers uniformly assigned these individuals a fabricated placeholder birthdate of January 1, 1900 – a date that is impossible for any living voter. This placeholder allowed the EPB to accept the entry and authorize the issuance of a ballot without any registration record existing in the QVF. The use of a uniform, fabricated birthdate by multiple workers is inconsistent with isolated clerical error; it indicates a coordinated workaround of the voter verification system.
