22,534 “Ghost” Ballots – Ballots Counted Without Corresponding Voter Check-In Record (GA)

Official Fulton County records demonstrate that 22,534 more ballots were counted in the November 3, 2020 General Election than the number of voters actually credited in the voter history file as having cast a ballot. The county additionally failed to create and maintain the legally required numbered list of voters for all advance voting locations – severing the audit trail for tens of thousands of ballots at the earliest link in the chain of custody. Without a numbered voters list, there is no official, contemporaneous record of which individuals were issued advance ballots, making it impossible to reconcile the advance ballot count against any external check. The certified margin of victory in Georgia was 12,670 votes.
