Missing Chain-of-Custody Documentation for EPB Records – Audit Liaison Finding (AZ)

Established Fact

The Arizona State Senate’s Audit Liaison, Ken Bennett, formally documented that Maricopa County failed to produce chain-of-custody documentation required by A.R.S. ยง 16-621(E) for election equipment and ballots during the active election period. This gap directly implicates the Sitebook EPB records: without chain-of-custody documentation, it is impossible to determine whether the EPB logs were altered, supplemented, or replaced between Election Day and their production to auditors. The Cyber Ninjas audit team confirmed it was “never provided Chain-of-Custody documentation for the ballots for the time-period prior to the ballot’s movement into the Auditors’ care.
