Physical Destruction of Machine Tapes and Return Sheets by County Officials (PA)

Named witness Regina Miller states she personally observed Attorney Thomas Gallagher and James Ziegelhoffer physically tear election data into pieces and place it in the trash, stating they would “have a campfire to burn the data.” Ziegelhoffer stated the data had “no audit value” because it “wouldn’t match the election results.” Director of Elections James Allen separately ordered removal and destruction of November 3, 2020 election evidence on or about May 27, 2021. Delaware County’s own RTKL response confirmed 244 of 428 precincts were missing legally required return-sheet documentation at the time of certification.
