A December 1, 2020 Official Elections Bulletin (OEB) from Secretary Raffensperger’s office directed counties to preserve ballot images for the Recount but conspicuously omitted any parallel instruction to preserve ballot images from the original November 3 count. This asymmetric directive – issued by the Secretary’s own office after the election – is circumstantially consistent with intentional exclusion of original count images from the preservation mandate.
