Maricopa County failed to produce to the Arizona State Senate the chain-of-custody documentation required by A.R.S. § 16-621(E), which expressly mandates records tracing custody of all election equipment and ballots through completion of provisional voting tabulation. Senate Audit Liaison Ken Bennett stated this as an established compliance failure.
