[Reasonable Inference – As to physical ballot location pending forensic verification] The Wisconsin Office of the Special Counsel (OSC) documented that Command Central, LLC – a Dominion Voting Systems reseller and servicer – received images of cast ballots on election night via internet connection and is alleged to be holding actual physical cast ballots at its facilities in Minnesota. If Wisconsin ballots were transported across state lines and retained by a private entity without governmental authorization or a court order, this constitutes a chain-of-custody failure at the most fundamental level: the physical ballot corpus itself is no longer in the legal custody of the Wisconsin government. Command Central did not comply with OSC subpoenas, and the underlying question of whether Wisconsin ballots are in Minnesota has not been resolved by any court.
