440,781 Mail Ballots Classified as “Status Unknown” – No Record of Disposition (PA)

Federal Election Administration and Voting Survey (EAVS) data for Pennsylvania’s 2020 election classified 440,781 mail ballots as “status unknown” – meaning election officials have no record of whether these ballots were delivered, returned, counted, rejected, or disposed of. These are not ballots that were tracked and rejected for cause; they are ballots that disappeared from the accounting system entirely. Pennsylvania’s certified presidential margin of victory was 81,660 votes. The volume of completely unaccounted-for mail ballots exceeds the margin of victory by a ratio exceeding 5:1. The Public Interest Legal Foundation (PILF) documented these figures in its September 2021 report. This finding does not establish that these ballots were fraudulently cast; it establishes that they cannot be accounted for, which is legally indistinguishable from a chain-of-custody failure at the scale necessary to question certification.
