Premature Executive Certification Precluding SURE System Reconciliation – 155,053 Voter Deficit Codified (PA)

Secretary of the Commonwealth Kathy Boockvar unilaterally and prematurely certified the statewide presidential election results on November 24, 2020, before Philadelphia County and Allegheny County had completed uploading their voter histories to Pennsylvania’s Statewide Uniform Registry of Electors (SURE system). The consequence of this premature certification is mathematically irreconcilable: Representative Francis Ryan’s December 2020 report, comparing certified vote totals against the SURE system record of voters who cast ballots, identified that Boockvar certified 6,915,283 votes for presidential candidates against only 6,760,230 voters recorded in SURE as having voted – a deficit of 155,053. The certified election results include more votes than voters. Additional voter-roll anomalies documented in official legislative correspondence include: 1,532 mail ballots cast by voters listed as over 100 years old; 41 Allegheny County ballots mailed to persons with a date of birth of January 1, 1800; 245 mail votes cast by voters with no date of birth in the system; 58,221 ballots returned on or before the date they were mailed; and 9,005 ballots with no mailed date recorded. Each of these categories was present in the certified totals. Boockvar certified these results knowing that Delaware County – which contributed data to the statewide total – had 244 of its 428 precincts with missing or incomplete Return Sheet documentation (an established fact drawn from Delaware County’s own RTKL response). Pennsylvania’s own Attorney General Josh Shapiro publicly stated that “certification of false results is fraud” under Pennsylvania law.
