Georgia’s State Election Board Rule 183-1-14-0.8-.14 required drop-box collection teams to “complete and sign a ballot transfer form . . . which shall include the date, time, location and number of ballots.” The Georgia Senate Judiciary Subcommittee’s Chairman’s Report (December 3, 2020) found a “systematic failure to maintain appropriate records of the chain of custody for these ballots, both prior to and after voting and throughout the recount.” True the Vote estimated that approximately 460,000 ballots were deposited in Georgia drop boxes during the 2020 general election — a figure not independently confirmed by any government body or validated by any court. Secretary of State Raffensperger certified the results on November 20, 2020, thirteen days before the Subcommittee issued its findings, with a certified Biden margin of 12,670 votes. The final official vote margin was 11,779 yielding further support for the assertion that the initial certification was premature.

The 460,000 figure originates with True the Vote and affiliated election integrity groups who analyzed drop box surveillance video footage in Georgia. It was prominently cited in the film 2000 Mules (2022) and in related affidavits. The figure circulated widely but has not been verified by any government body or court.
