During the candidate-requested machine recount of the 2020 General Election in Fulton County, the Election Oversight Group (EOG), LLC, conducting forensic analysis pursuant to court-ordered document production in Curling v. Raffensperger, documented that 3,930 ballots were systematically double-scanned and double-counted. The mechanism was deliberate and multi-step: ballots that had already been scanned and assigned to existing batches (batches 17, 18, and 19) were extracted from those batches, consolidated into a new batch, and scanned a second time on a different tabulator (tabulator 794), resulting in each ballot being counted twice. EOG documented that this process required affirmative, sequential human action – it is not attributable to operator error. Additionally, hundreds – and likely thousands – of test ballots produced during Logic and Accuracy testing were improperly included in the official recount totals, despite not having been part of the original count. The machine recount was certified and publicly used to “confirm” the accuracy of the original election results, despite having incorporated these fabricated and double-counted totals. The certified recount result was then transmitted to Georgia state officials and publicly represented as an independent verification of the original count.
